This regulation would give Manufacturers of certain products who seek MSHA approval the option of using MSHA or an independent laboratory to perform testing and evaluation for MSHA product approval. In addition, it would also permit manufacturers to have their products approved based upon non-MSHA product safety standards, provided that MSHA has determined that the non-MSHA standards are equivalent to MSHA's requirements or can be modified to provide at least the same measure of protection for the miner.
