This ICR is
approved for three years. During ICR review, EPA indicated that
there are several new requirements under the Pretreatment Program
for specific industry categories, such as for toxic organic
management plans and various other pollution prevention planning
and certification requirements that have not been specifically
itemized in this ICR and for which an updated burden estimate is
needed. EPA is in the process of preparing burden estimates for
these items, and will submit a revised burden estimate by Nov 30,
2004. In the meantime, this ICR authorizes collection of this
information, consistent with the new regulatory requirements, as
specified in EPA's pretreatment regulations. There are also several
other adjustments to the burden estimates, including a reduction in
the estimated number of respondents, that will also be reflected in
the revised burden estimates submitted in November.

This ICR calulates the burden and
costs associated with managing the National Pretreatment Program
(OMB Control No 2040-0009, ICR No. 0002.09). The Pretreatment
Program is a joint regulatory effort by federal, state, and local
authorities to control non-domestic (i.e., industrial and
commercial) sources of pollutants discharged to POTWs.
