This standard applies to owners and operators of each dry cleaning facility that uses perchloroethylene. Each dry cleaning system that commences construction or reconstruction on or after December 9, 1991, will be in compliance with the provisions of this subpart beginning on September 22, 1993 or immediately upon startup, except dry-cleaning systems complying with section 112(i)(2) of the Clean Air Act. The information gathered would be needed to determine which facilities are subject to the regulation and whether they are in compliance with the standards.
