This standard applies to owners and
operators of secondary lead smelter industry. The provisions of
this subpart apply to secondary lead smelters that use blast,
reverberatory, rotary, or electric smelting furnaces to recover
lead metal from scrap lead, primarily from used lead-acid
automotive-type batteries. Respondents submit semi-annual
continuous monitoring system data, emission control data, and/or
information on operating parameters necessary to determine
compliance with the standard.
On behalf of this Federal agency, I certify that

with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
