This collection
is approved with the understanding that the purpose of the program
is to spot-check, without statistical support, the continuing
efficacy of mandated emission control technologies. The information
gathered in this collection may not be used to demonstrate
manufacturer compliance or noncompliance with requirements, support
statements about the efficacy of families of emission control
technologies, or demonstrate or predict the efficacy of EPA
programs to restrict emissions.

EPA tests-in-use motor vehicle to see
if they comply with emission standards. If a class or category of
such vehicles fails to comply, the manufacturer must recall them
and take corrective action. To conduct such testing EPA must
procure vehicles from their owners/lessees. As part of the
procurement process, EPA must ask the owner/lessee a limited number
of questions to see if the particular vehicle meets selection
criteria and is suitable for testing.
On behalf of this Federal agency, I certify that
