authorize production and marketing research, including paid
advertising under the Ag Mktg Agrmnt Act of 1937 (7 USC 601-674),
paid with assessments levied on handlers regulated under the 28
M.O. Section 501 of the FAIR Act 1996 (amended in 2002) exempted
certified organic producers and marketers from paying assessments
for marketing promotion, inclg. paid advertising expenses under
specified M.O. To be exempt, eligible certified organic prodcers
and marketers need to meet all specified requirements in the
