Abstract: FERC issued the Policy Statement, PL03-3-000 to set out standards for both index developers and those who report energy trade data to the index of developers. PL03-3-000 also required that in any future instance in which an index is used in a Commission- jurisdictional tariff, the index must both meet PL03-3-000 criteria and reflect adequate liquidity at the referenced location to be deemed reliable. In order to monitor responses to PL03-3-000, FERC staff needs to survey a broad cross-section of market participants that purchase and/or sell natural gas and/or electricity in wholesale transactions.
