On November 7, 2002, the Commission adopted Second Report and Order and Third Notice of Proposed Rulemaking establishing new EEO rules and forms to comply with the Court's decision in MD/DC/DE Broadcasters Association v. FCC. The new rules ensure equal employment opportunity in the broadcast industries through outreach to the community in recruitment and prevention of employment discrimination. The data are used by a broadcast licensee in the preparation of the station's EEO program report (FCC 396) submitted with the license renewal application, FCC Form 397 and the annual EEO public file report.
