Approval is
given under the following conditions: (1) If Census does not
receive the FY04 Budget Request for this test, a revised plan
should be submitted (via email) to OMB for approval; (2) Census
should analyze and report to OMB (via email) the results of testing
a race question without 'some other race' as a category. In
addition, Census should report to OMB the results of responses to
the Hispanic origin question; of particular interest is the number
of respondents who provided more than one detailed Hispanic origin
response; (3) Census should analyze the effects of the number of
call back visits prior to obtaining proxy data and report to OMB
(via email) this analysis. In addition, Census is encouraged to
continue evaluation work that is examining the Census 2000 call
back visits; (4) Census should provide to OMB the final respondent
letters (email or fax).

Census 2000 taught us important
lessons emphasizing the need to begin planning and development
early in the decade. The 2004 Census Test, which is a significant
component of the advanced planning, will evaluate new methods,
procedures, wording, ques- tions and instructions designed to
reduce cots while improving coverage and data quality. The Census
Bureau will select the most promising changes and innovations for
use in Census 2010. This test will be limited to NW Queens and
three counties in SW Georgia. Every housing unit in these two sites
will receive a questinnaire.
On behalf of this Federal agency, I certify that
