This ICR is approved for two years. OMB understands that EPA is exploring options for reducing the burden of this collection while still maintaining the practical utility of the data, and is currently accepting public comments on a discussion draft of various burden reduction options. OMB supports this effort and looks forward to an update on progress in this area when it reviews the next ICR submission. The burden approved for this ICR is substantially reduced from that in the previous clearance. This does not represent a reduction in burden, but rather a revised estimate based on new data. Based on the weight of evidence, OMB agrees to a revised estimate of about 30 hours per Form R (instead of 50), based on a survey of 18 facilities conducted in 1999, excepting that the current estimate should be retained for Form Rs for PBT chemicals, which may entail grater burden and were not specifically addressed by the 1999 survey. OMB encourages EPA to work closely with OMB in any future effort to further refine its burden estimates. Also, we remind EPA that any survey of 10 or more facilities would reqire approval under the Paperwork Reduction Act.
