Regulation SHO is designed to limit short selling of a security in a declining market by requiring that no short sale be executed at a price below the consolidated best bid, with exceptions. All broker-dealers must mark all sell orders in equity securities as either "long,""short," or short exempt." The purpose of the information is to enable regulators to monitor whether a person effecting a short sale is acting in accordance with Regulation SHO.
