Abstract: The Comprehensive Programis a discretionary grant program that makes competitive awards to support reform andinnovatins through projects that improve educational practice at the postsecondary level. Grantees annually submit a performance report to demonstrate that substantial progress is being made toward meeting the objectives of their projects. Reporting requirments are currently based on broad criteria from the Education Department General Administrative Regulations (EDGAR).
