This standard applies to owners nd operators of commercial and industrial solid waste incineration units (CISWI). All respondents must conduct initial and annual stack tests establish and continuously monitor operating parameters, prepare a waste management plan, prepare a siting analysis, and conduct operator training and qualification. Reports must be submitted and records kept on site to document and support the above activities. In addition to the monitoring, recordkeeping and reporting require- ments listed in the General Provisions (40 CFR part 60), commercial and industrial solid waste incineration units ........
