Abstract: In the attached Second Report and Order, Order on Reconsideration (FCC 03-112) the Commission established new rules and amended existing rules governing TRS to further advance the functional equivalancy mandate of section 255. The Commission also addressed petitions filed in reponse to the improved TRS Order. The Commission also released a Notice of Proposed Rulemaking in association with the Second Report and Order, Order on Reconsideration that proposed to modify Sections 64.604(c) (iii)(5)(F) and 64.605 and is seeking OMB approval for the new collection.
