Abstract: On Nov 4, 2003, the FCC released the Report and Order and Further Notice of Proposed Rulemaking, in the Matter of Digital Broadcast Content Protection, MB 02-230, FCC 03-273, which establishes a redistribution control content protection system for digital broadcast television. As a part of this system, written commitments and an interim approval process for digital output content protection technologies and recording methods are necessary.
