In RMO1-10-000 Final Rule, FERC is adding Part 358 to its regulations and revising Parts 37 and 161. FERC is adopting new standards of conduct to eliminate the loophole in its current regulations that do not cover natural gas pipelines and public utilities (jointly to be called Transmission Providers) and their relationship with Energy Affiliates that are not marketers or merchant affiliates (the latter entities already covered under FERC's Standard of Conduct regulations).
