On November 24, 2003, the Federal
Communications Commission released a Notice of Proposed Rulemaking,
"In the Matter of Procedures to Govern the Use of Satellite Earth
Stations on Board Vessels (ESVs) in the 5925-6425 MHz/3700-4200 MHz
Bands ("C-Band") and 14.0-14.5 GHz/11.7-12.2 GHz Bands ("Ku-Band"),
IB Docket No. 02-10, FCC 03-286. Among other purposes, the NPRM
promotes more efficient use of spectrum while protecting and
providing regulatory certainty to the existing primary allocations,
including fixed service (FS) and fixed safellite service (FSS)
operators.
On behalf of this Federal agency, I certify that
