Abstract: MMS uses the information to ensure that operations on the Outer Continental Shelf (OCS) are carried out in a manner that is safe, pollution free, and does not interefere with the rights of other users in the OCS. Respondents are OCS Federal oil and gas and sulphur lessees or State lessees requesting right-of-use and easement on the OCS.
