Clarification is provided on alternatives available to small
businesses regarding the 3rd party audit requirement, i.e., optio n
for companies to make arrangements with the exchange carriers t o
perform this service for on a surcharge basis. 2. Clarification is
provided on the accountability notification from the CFO, and the
ability for the CFO to sign a "blanket stat ement" covering all
entities that they are being held accountable to.

In CC Docket No. 96-128, the
Commission promulgated rules and requirements under Section 276 of
the Act that every payphone service provider be fairly compensated
for every completed payphone call made from one of their payphones.
The rules: (1) require each Switch-based Reseller (SBR) to
establish and maintain an accurate call tracking system, and have
that system audited for accuracy by a third party auditor; (2)
require SBRs to provide quarterly reports to each PSP containing
compensation with supporting data; and (3) require each
facilities-based long distance carrier (Intermediate Carrier) that
switches payphone...

the collection of information encompassed by this request complies
