differences in timing and reporting requirements. SAMHSA will
continue to work with States to streamline the collection through
the introduction of SSES. SAMHSA will provide 83-C change forms to
OMB as appropriate to indicate changes in the percentage of
electronic reporting and associated burden reductions. Approved
consistent with SAMHSA memo submitted to OMB 07/28/04.

This is the annual report format to
implement regulations at 45 CFR96.130 regarding States' compliance
with Section 1926 of the Public Health Service Act (42 USC 300x-26)
related to sale or distribution of tobacco products to minors. The
report format (but not the content) is changing significantly in
order to simplify the reporting process for the States and to
clarify the information as the States report it. These changes will
reduce reporting burden by the States.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
