OPM will use the results of GPRES to
validate and/or improve the methodology it currently uses to
compare shelter costs in the nonforeign cost-of-living allowance
(COLA) areas with shelter costs in the DC area. The settlement of
Caraballo v. United States prescribed this methodology, of which
GPRES is an essential part. Respondents will be homeowners and
renters in COLA areas and in the Washington, DC area.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
