Abstract: The Indpendent Study Program is part of FEMA's Emergency Management Institute training program authorized under the Robert T. Stafford Disaster Relief and Emergency Assistance Act, Public Law 93-288, as amended. The program provides valuable training to Federal, State and local emergency management personnel and to the general public without them having to attend a resident course at EMI or at a State-sponsored course location.
