OMB is
disappointed that USAID has not made any progress in providing an
electronic option for the collection of this information
collection. Therefore, this collection is approved for only one
year, during which time USAID must further explore electronic
submission options and report to OMB on its efforts. This report
must include examination of electronic submission options provided
by other agencies in similar contexts and an explanation of why
these options are not feasible for USAID.

When USAID is not party to a contract
which it finances, it needs a means to collect information about
the contract and a basis on which to collect refunds and
adjustments which may be due under USAID regulations.
