The goal of USDA is to create an
effective, uniform, consistent and efficient national system. USDA
plans to move forward with implementation of a national animal
identification system in 2004 first on a voluntary basis, and
eventually, if necessary, with a requirement for premises and
animal identification. The first priority is to get the components
of the national premises system to place in fiscal year 2004 and
begin allocating premise identification numbers to cooperating
States and Tribes and certain other entities that are ready to
register premises.
