FCC Form 301 is used to apply for
authority to construct a new commercial AM, FM, TV, or DTV
broadcast station or to make changes to the existing facilities.
The FCC uses the data to determine whether an applicant meets basic
statutory requirements to become a licensee. On July 2, 2003, the
FCC released a Report and Order and NPRM, MB Docket No. 02-277 et
al., FCC 03-127. On September 3, 2003, the United States Court of
Appeals for the Third Circuit issued an Order stating the
effectiveness of the new media ownership rules adopted by the
