Terms of Clearance: This collection is approved with the following terms of clearance 1) The incentives for teachers, reading coaches, and principals in comparison schools will be $10 as outlined in the 10/12/2004 memo from ED/PPSS; and 2) PPSS will coordinate with IES and NCES to develop a draft framework on using incentives in ED studies and will arrange an initial meeting with OMB to discuss the proposed framework by April 15, 2005.

Abstract: The proposed data collection is necessary to complete a national evaluation of Reading First. The purpose of this evaluation is to assess how the Reading First program is being implemented in a nationally representative sample of Reading First schools. The Reading Implementation Evaluation will use surveys of teachers, literacy coaches, and principals to answer the evaluation questions.
