Upomn resubmission, FNS will report to OMB on those completion rates. If unsatisfactory, OMB reserves the right to have FNS 1) survey field offices and/or retailers on their reasons for not completing those questions and 2) further clarify the form and/or instructions to acheive higher completion rates.
