Terms of Clearance: OMB has serious concerns about the design and feasibility of this study for possible implementation to a future National Children's Study. Concerns include a relatively high pilot study cost in order to assess feasibility of PBRN participation, testing without using the proposed NCS instrument, a relatively high respondent burden and incentive cost given the objectives of this pilot, and questionable value of information relative to what is already known about the most effective way to collect clinical data for a major longitudinal study. OMB is approving a pilot as we recognize some benefit to the research community in understanding the operational possibilities of using PBRNs. Results of this pilot should be briefed to OMB and approval should not be viewed as an endorsement of a prospective methodology for the NCS.
