The USEPA has developed Federal Implementation Plant (FIPs) under the Clean Air Act for Indian reservations located in Idaho, Oregon, and Washington. The FIPs include basic air quality regulations for the protection of communities within and adjacent to Indian reservations. These rules will be implemented by EPA until replaced by Tribal Implementation Plans. The respondents are the air pollution sources located on Indian reservations in these three States.
