Abstract: These rules expand SSA's cross-program recovery authority to allow recovery of an overpayment occurring under our title II, VIII or XVI programs from benefits or payments due in any other of these programs. It further allows for unlimited withholding of past-due benefits in one program to recover an overpayment paid under another program. It also allows for cross-program recovery even if the individual is entitled under the program in which the overpayment was made.
