Abstract: The MMS performs the royalty management functions for the Department of the Interior and as such, MMS must have some process for timely notification of any changes in royalty rates from those reflected in the lease instrument. Operators of Federal stripper oil properties are required to notify MMS using Form MMS-4377 when they take a royalty rate reduction. MMS must know the correct royalty rate in order to verify that the proper royalty amount has been paid on a particular lease.
