Originally authorized under Title X,
Part I, of the Elementary and Secondary Education Act, the program
was initially administered through the U.S. Department of
Education, which provided grants directly to over 1,825 grantees.
With the reauthorization of the program under the No Child Left
Behind Act, direct administration of the program was transferred to
state education agencies (SEA) to administer their own grant
competitions. Preliminary data shows that states have awarded
approximately 1,400 grants to support more than 4,700 centers in
