approved for 30 months. When this ICR is resubmitted for renewal,
EPA should update the burden estimate based on the results of
evaluations of title V permit programs that are currently underway
and due to be completed by September 2006. In addition, EPA should
be sure to explain in the supporting statement any modeling
assumptions used to estimate burden or costs.

The part 71 program is a Federal
operating permits that will be implemented for sources located in
Indian Country, Outer Continental Shelf sources, and also in those
areas without acceptable part 70 programs. Title V of the Clean Air
Act imposes on States the duty to develop, administer and enforce
operating permit programs which comply with title V and requires
EPA to stand ready to issue Federal operating permits when States
fail to perform this duty. Section 502(b) of the Act requires EPA
