Approval is
given for the full three years requested. However, Census shall
brief OMB on the results of the 2005 survey before collecting any
data in 2006 or 2007. This briefing should include a discussion of
the parental consent process and how it affected response rates.
OMB continues to have reservations about the data quality of
questions asking for hours spent on various activities as well as
questions asking about effectiveness of incentives to motivate
volunteer work. Census should specifically brief OMB on the results
of these questions. If the response rate is below 80%, Census shall
use CPS data to examine demographic and household differences among
respondents and nonrespondents and shall include this analysis in
the briefing to OMB. Census shall use the revised instrument
forwarded to OMB on Dec 14 and Census shall modify the race
question as agreed to in the Dec 16 email.

activities, and experiences.
