47 CFR Section 73.1942 requires
broadcast licensees to disclose station practices offered to
commercial advertisers that enhance the value of advertising spots
and different classes of time. It also requires licensees to
calculate the lowest unit charge and periodically review
advertising records. The disclosure would allow candidates to
determine that they are receiving the same charge as the most
favored advertiser. The review of advertising records detemrines
whether compliance with this section requires that candidates
receive rebates or credits.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies

1320.8(b)(3).
The following is a summary of the topics, regarding
the proposed collection of information, that the certification
covers:
(i) Why the information is being collected;
(ii) Use of information;
(iii) Burden estimate;
(iv) Nature of response (voluntary, required for a
benefit, or mandatory);
(v) Nature and extent of confidentiality; and
(vi) Need to display currently valid OMB control
number;
