comment in response to the proposed rule and will describe in the
preamble of the final rule how the agency has maximized the
practical utility of the collection and minimized public burden.

The initial certification is used to
ensure that nonprofit agencies serving people who have severe
disabilities that would like to participate in the JWOD Program
meet the Program's requirements and to ensure that the Committee
has the data necessary to measure progress in meeting the goals
laid out in its strategic plan for Fiscal Years 2005-2007.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
