47 CFR Section 76.934(e) states that
small cable systems may obtain an extension of time to establish
compliance regulations provided that they can demonstrate that
timely compliance would result in economic hardship. Requests for
extension of time are addressed to local franchising authorities
(LFAs) concerning for basic service tiers. With this submission,
the Commission no longer reviews requests for extension of time
concerning rates for cable programming service tiers.
On behalf of this Federal agency, I certify that

1320.8(b)(3).
