with 5 CFR 1320, the information collection is approved for a
period of 2 years. Upon resubmission, the agency must provide a
plan for improving response rates for surveys with low levels of
response. The agency should also address an analysis of
non-response bias and evaluate how potential low response combined
with non-response bias affects the usefulness of the surveys.
