months only. More than two years ago, OMB ap- proved this survey
for a year to allow HUD to remedy deficiencies in it and in its
regulatory context. That approval was extended for another year.
During this time, however, there has been scant sign of
remediation. Notably: (1) Despite low response rates, there is no
evidence of analysis of non-response bias. (2) There is no
systematic evidence of the reliability or validity of the survey's
measures of satisfaction, which is difficult to gauge. (3) Survey
data guide management actions by HUD and by the Public Housing
Agencies. OMB gravely doubts whether such questioned data are of
adequate practical utility, are appropri- ate for management
decisions and whether, as significant informa- tion, they meet
HUD's guidelines for information quality. Given these concerns, HUD
may not use these data in any management deci sion.

HUD conducts a resident survey of
assisted and insured housing residents to measure resident
satisfaction with living conditions. Public housing residents are
surveyed in accordance with the PHAS regulation. PHAs are required
to implement the survey and are encouraged to follow-up on any
substandard results.
