This program provides for preferred procurement of biobased products by Federal agencies. Section 9002 of the Farm Security and Rural Investment Act of 2002 establishes a requirement that Federal agencies must purchase biobased products, with limited exceptions. The Secretary of Agriculture must designate by rule making items (generic grouping of products) for preferred procurement. In designating items, the Secretary must take into account certain information about the items including availability, the economic and technological feasibility of using such items, and life cycle costs.
