The Building Strong Families project will evaluate the effectiveness of voluntary interventions to help interested unwed parents fulfill their aspirations for a healthy marriage, if they choose that path. The baselines forms allow for description of the population served, monitoring of random assignment process, expanding analysis, and addressing nonresponse bias to later surveys. Respondents are romantically involved, low-income, adult unwed expectant or new parents.
