Abstract: This will provide for the establishment of a program which non-government facilities can become accredited, by APHIS, to perform specific lab testing or phytosanitary inspections that could serve as the basis for issuing Federal phytosanitary certificates, phytosanitary certificates for reexport, or export certificates for processing plant products.
