Section 311 of the Social Security Independence and Program Improvements Act of 1994 directs the SSA to provide support to health researchers involved in an epidemiological study when the study contributes to national health interest. A series of web-based questions is used to solicit the information SSA needs to provide data regarding a study subject's vital status (if he is alive or dead), and recouperate expenses incurred in providing this data. The respondents are epidemiological researchers who apply for vital status information.
