In accordance with 5 CFR 1320, this collection is not approved. The agency should resubmit this collection, along with a summary of all comments received on the information collection, to OMB prior to publication of the final rule. In addition, the cost accounting in the information collection should be revised. Total annual cost burden should be recorded instead of present value of total annual costs.
