Census 2000 taught us important lessons emphasizing the need to begin planning and development early in the decade. The 2005 National Census Test (NCT),which is a significant component of advanced planning for the 2010 Census, will evaluate new content and methodology designed to reduce costs while improving coverage and data quality. The Census Bureau will select the most promising changes and innovations for Census 2010. A stratified national sample will be selected for the 2005 NCT.
