FCC Form 301 is used to apply for
authority to construct a new commercial AM, FM, TV, of DTV
broadcast station or to make changes to the existing facilities.
The FCC uses the data to determine whether an applicant meets basic
statutory requirements to become a licensee. On June 2, 2003, the
FCC released a Report and Order and NPRM, MB Docket No. 02-277 et.
al., 18 FCC Rcd 13620 Rcd 13620 (2003). On September 3, 2003, the
Court granted a motion to stay the new broadcast ownership rules.
