The agency is
required to publish a 60-day notice as soon as is practicable in
order to request a full three-year approval of this information
collection request. The burden estimates approved differ from the
original submission to include the burden of the third-party
disclosure of information on condom use. The agency should further
explore the burden of documenting public health benefits and
failure rates. The agency should also review the instructions for
reporting nonlabor costs on the Form 83-I and consider the
additional costs of providing public health benefits and failure
rate information on information about condom use that might not
otherwise include such information.

The information to be collected is the
certification of U.S. and foreign nongovernments organizations
(NGO) scheduled to receive HIV/AIDS assistance funds that they
comply with the standard provisions in the grant agreement
entitled, "Organizations Eligib Eligible for Assistance,"
"Condoms," and "Prohibition on the Promotion or Advocacy of the
Legalization or Practice of Prostitution or Sex
Traficking.
