The FCC should
modify business processes and interaction with lock-box provider
(currently Mellon Bank), so that sensitive information (including
credit card numbers) is not collected by o r transmitted to the FCC
unless necessary. In cases where sensit ive information resides
with the FCC, appropriate security cont rols, as required by law
and policy, should be in place.

The FCC Forms 159/159-C, 159-B, and
159-E are required for payment of regulatory fees, for paying for
multiple filings with a single payment instrument, or for paying by
credit card for Federal benefits. The forms require specific
information to track the payment history and to facilitate the
efficient and expeditious processing of applications and other
services by a lockbox bank. The FCC uses the information to collect
and to report any delinquent amounts arising out of any filer's
relationship(s) with the Federal Government.
