This collection
is approved for three years. The agency's next extension request
should specifically address why emergency outage information
submitted to the North American Electric Reliability Council will
not satisfy EIA's needs. The agency should also hold discussions
with NERC to identify alternative reporting arrangements whereby
electric utility managers submit outage information on one form
that is sent to both entities. If EIA cannot negotiate a solution
to collecting duplicative information from respondents, the agency
should report to OMB why an agreement could not be reached. In
addition, EIA should report the impact of increasing or reducing
the threshold for reporting from the existing 50,000 customers.
Also identify the estimated number of responses from the higher or
lower thresholds.

Form OE-417 collects information on
electric emergency incidents and disturbances for DOE's use in
fulfilling its overall national security and other energy emergency
management responsibilities. The information will also be used by
DOE for analytical purposes.
