Section (7)(c)(1) of the OSH Act authorizes the Secretary of Labor (Secretary) to enter into grants with the States and territories to provide onsite consultation services to small, private employers to assist them in complying with the OSH Act. Section 21 (d) of the OSHA Act, as amended, authorizes the Secretary to enter into agreements with the States to provide onsite consultation services, and established rules under which employers may qualify for an inspection exemption.
